This gives her the ability to create new runes that were not given to Shadowhunters in the Gray Book, the original runes that Raziel gave to Jonathan.

Creating new runes allows Clary to create portals, and magic is only available once for warlocks. It also challenges the Shadowhunter's way of life by introducing new ideas that lead to teaming up with Downworlders.
